Are the red flashes really meant to be 1000 ph cd.s/m²? It can't be done with the ColoDome? 's LEDs, and probably not even with the xenon tubes and a filter. Perhaps the red flashes are meant to be 4 ph cd.s/m², as that would equal 1000 ph cd/m² for 4 ms.
